Biography
Former Managing Director of the Rwanda Development Bank (BRD). After leaving Rwanda he worked in Mozambique, including as a university deputy rector. Believed by observers to have held sensitive financial information relating to Rwandan elites.
Circumstances
Went missing around 11–12 October 2012 in Maputo; body found tied with ropes and floating in the sea around 15 October. U.S. State Department and international media noted that Mozambican police initially indicated possible Rwandan government involvement then walked back the claim. Murder remains unsolved in public reporting.
Alleged responsibility
Unsolved. Early police suggestions of Rwandan involvement were later retracted. Widely cited in documentation of mysterious deaths of perceived Kagame critics abroad.
