Biography
Decorated RDF officer who headed Kagame’s presidential protection detail and later the Republican Guard. Arrested in August 2014 with Brig. Gen. Frank Rusagara; convicted in 2016 of offences including inciting insurrection. Sentence later reduced on appeal; UN Working Group on Arbitrary Detention found the detention arbitrary.
Circumstances
Died in a Rwandan prison after about 12 years in custody. His brother, academic David Himbara, publicly disclosed the death and said relatives had been denied access during imprisonment; the family said they did not know the cause of death. International outlets and rights advocates had long criticised isolation and prison conditions in the case.
Alleged responsibility
Official cause not independently established publicly. Family and observers highlighted prolonged solitary confinement and lack of family access. Rights groups had previously alleged an unfair trial and arbitrary detention.
