Financing the Strongman: The World Bank Reports Kagame Regime’s Failures, Then Writes Another Cheque

The multilateral financial system loves a polished narrative, but the ledger sheets don’t lie. For three decades, the World Bank has served as the ultimate financial enabler for Paul Kagame’s authoritarian regime, pumping a staggering $3.1 billion of credit into Rwanda.
The result? A structural dead end.
In a staggering display of institutional cognitive dissonance, the World Bank’s own diagnostic reports explicitly lay bare the total failure of its massive funding campaign. The Bank continues to sign the cheques, but its own experts have effectively admitted that Rwanda’s socio-economic trajectory remains a dismal illusion.
Here are the six brutal realities the World Bank identifies as the core reasons its billions have achieved next to nothing for ordinary citizens:
Stagnant Job Creation: New employment is overwhelmingly informal, trapped in low-productivity, poorly paid sectors.
Infrastructure Deficits: Massive infrastructure gaps stubbornly persist despite decades of heavy public spending.
Suffocated Innovation: Progress on innovation is virtually non-existent under a tightly controlled state model.
Frozen Poverty Reduction: Poverty alleviation has ground to a halt, completely detached from the grandiose ambitions announced in Kigali.
Worsening Inequality: The chasm between the ruling elite and the population is actively widening.
Crushing Public Debt: Sovereign debt has climbed to suffocating levels, severely crippling future financial room for manoeuvre.
The Human Capital Catastrophe
Nowhere is this multi-billion-dollar failure more glaring than in Rwanda's human capital. The World Bank’s Human Capital Index ranks Rwanda a humiliating 160th out of 174 countries.
This index measures how much potential a child born today can expect to attain by age 18. Thirty years of dictator worship and billions in external finance have failed to give Rwandan children a basic foundation for the future.
Financing the Photo Ops, Leaving Locals Retrenched
The World Bank accurately documents these systemic failures, yet it completely evades responsibility for financing them. Instead, it hides behind bureaucratic jargon, muttering about “progress relative to income level” while the underlying foundation rots.
This toxic cycle is a win-win for the elite. Kagame gets the capital, the global prestige, and the international photo opportunities. Meanwhile, ordinary Rwandans get stuck with the bill, trapped in structural dead ends and drowning in public debt.
The data isn't a state secret; it sits in plain sight within the Bank's own archives. The only remaining question is how long the multilateral system will continue to underwrite a regime whose economic model its own analysts have proven to be a bankrupt failure.
