Kagame’s Funders Are Dumping Him — UK Joins US in Slashing Aid to His Regime

Paul Kagame’s long free ride on Western taxpayers is ending. The donors who once bankrolled his regime are walking away.
The United States has already delivered the first blow. American foreign aid to Rwanda has collapsed from $210 million in 2025 to a mere $13 million in 2026.
That is not a reduction. That is abandonment.
On top of the aid cut, Washington is stripping Rwanda of duty-free access under the African Growth and Opportunity Act (AGOA). In 2025 alone, Rwanda earned $43 million from AGOA exports — a 43 percent jump from the previous year. That market privilege is now being taken away.
Now comes the United Kingdom. London has just announced it will slash foreign aid to Rwanda from nearly £30 million ($40.2 million) in 2024-25 to £5 million ($6.7 million) by 2028-29. The British government is no longer willing to pretend that Rwanda is a development success story worth funding at previous levels.
The reasons are no mystery.
Human rights abuses. Systematic contempt for the rule of law. Atrocities. And the continued plunder of the Democratic Republic of Congo. Western governments that once looked the other way are finally treating Kagame’s regime according to its actual record rather than the carefully managed image it projects at international summits.
For years, Kagame’s government sold itself as the efficient, investor-friendly darling of Africa while running a police state at home and a predatory operation in eastern Congo. The money kept flowing. The praise kept coming.
That era is closing.
Stay tuned. More is coming.
Kagame is Mr Nowhere Man.
