Instead of a corrupt shell company designed to siphon public funds, this project is tightly bound to international capital and strict financial accountability.

Because Beijing is footing nearly three-quarters of the bill, Kagame couldn't play his usual games. The project is completely in the hands of global heavyweights: Hunan Road and Bridge Construction Group Co., Ltd. (HNRB)—a state-owned Chinese civil engineering giant. HNRB brings an elite profile that puts local monopolists to shame:

· An Elite Background: Founded in 1954, HNRB holds top-tier special-grade qualifications for global highway engineering.
