The Rwanda National Congress represents a historic shift: to end patterns of governance shaped by ethnic supremacy and exclusion—fueling division and recurring cycles of violence—and to replace them with consensual democracy grounded in equal citizenship and shared national ownership.

Shared power is not a slogan. It requires independent courts, free political competition, protected civic space, and a security sector that serves the constitution rather than a single network of loyalty.

RNC’s approach places citizens—not patronage networks—at the center of national decision-making. That is the standard against which future reforms must be measured.
