Before finding his lucrative home in Kigali, Holtzman built his career advising and directing top financial arms in autocratic landscapes—ranging from managing state-linked funds and mega-banks in Kazakhstan to taking over the chairmanship of Zimbabwe's largest financial institution, CBZ Holdings. He knows exactly how to sanitize authoritarian capital for the global stage.

Dodging the Fallout of the Strategic Rupture

Kagame’s personal absence from New York isn't a coincidence; it's a direct retreat from accountability.
