President Paul Kagame Labelled Countries That Depend On Foreign Aid “Stupid”. Embarrassingly, Rwanda Which He Has Ruled For Three Decades Depends On Foreign Aid For 52.1% To Fund The Budget Of The Central Government
PORTLAND, Maine — July 29, 2026 — The Rwanda National Congress (RNC) took note of President Paul Kagame’s speech delivered on July 28 th , 2026, addressing Itorero Indangamirwa. Kagame blasted poor countries that depend on foreign aid. As I put it, “many people sit back and expect that somebody will look after them; people call it dependence. Dependence is another word for stupidity."
Kagame should be ashamed of himself — over the past two decades in power, Rwanda has been the most heavily dependent country on foreign aid in the East African region. According to the World Bank, the net foreign received as % of the central government's e xpenses in Rwanda is 52.1%. By comparison, the net foreign received as % of the central government expense in Uganda is 27.9% versus 22.7% in Tanzania and only 8.7% in Kenya.
“Kagame has failed the people of Rwanda. We Rwandans must unite in our purpose of opposing the Rwandan regime in our determination to envisage and work hard to achieve a united, democratic and prosperous Rwanda”, said the spokesperson of the RNC, Ignace Ru sagara.
