Kagame Discarded by Donor States and African Countries Alike — the Rwandan Ironman Is a Nowhere Man

How times change. The Rwandan strongman, General Paul Kagame, was once the darling of Western donors and African leaders alike. His high-profile supporters included former US President Bill Clinton and former British Prime Minister Tony Blair. Back then, Kagame traveled to the United States and the United Kingdom at least a dozen times a year. He frequented leading universities and major conferences, boasting about how he had supposedly transformed Rwanda from a devastatingly poor country into an African economic success story. 

Meanwhile, he regularly hosted lavish summits in Kigali, drawing African heads of state and showcasing Rwanda as the continent's premier hub for Meetings, Incentives, Conferences, and Exhibitions (MICE). Unlike traditional leisure travel or individual corporate trips, MICE tourism involves large, organized groups traveling for specific professional, educational, or motivational objectives. It is a massive global economic driver, valued at nearly $1 trillion. 

But Kagame’s glory days are gone. Both the United States and the United Kingdom have cut off foreign aid to Rwanda, going as far as sanctioning Kagame and his military forces over atrocities and the plunder of mineral wealth in the Democratic Republic of Congo. Consequently, Kagame's frequent travel to the US and UK has ground to a halt. Instead, he is busy cultivating new relationships primarily in the Middle East, courting Qatar to finance his new $2 billion Kigali International Airport and RwandAir. As of September 8, 2026, his isolation was on full display as he conducted a two-day visit to the Sultanate of Oman just to open a new embassy. 

Meanwhile, African leaders are completely boycotting Kigali’s MICE conferences. Not a single African head of state joined the 20th edition of the Africa Food Systems Forum, hosted in Kigali on September 3, 2026. Likewise, not one African leader attended the Africa Mindset Reset Forum hosted by Kagame on August 26, 2026. The only person of significance to attend Kagame’s Africa Mindset Reset Forum was Thabo Mbeki. This is a man who was forced out of the South African presidency in September 2008.  He formally announced his resignation on September 21, 2008, after being removed by the ruling party, the African National Congress (ANC).  

The bottom line is clear: Kagame has become a nowhere man.
