Washington Chooses Kinshasa. Kagame Is Discarded.

Washington chooses Kinshasa. Kigali watches from the sidelines.

The geopolitical chessboard of Central Africa has been violently upended. Paul Kagame is discovering, in real time, what happens when you outlive your usefulness to Washington. In a swift and ruthless sequence of economic and diplomatic moves, the United States has dismantled its long romance with Kigali and locked arms with Kinshasa instead.

The Pivot: Washington Strikes Gold in Kinshasa

Representatives from the U.S. and DRC governments just concluded the second meeting of the Joint Steering Committee under the U.S.-DRC Strategic Partnership Agreement in Paris. This was no routine diplomatic exercise. It was a deliberate consolidation of power and resources:

· The Strategic Asset Reserve (SAR): U.S. private capital is moving aggressively into the DRC’s Strategic Asset Reserve, locking down critical mineral supply chains for the long term.

· Wall Street’s Pipeline: The U.S. International Development Finance Corporation briefed Congolese officials on a rapidly expanding investment pipeline.

· Permanent Infrastructure: Both sides are fast-tracking commitments on the Lobito Corridor, Grand Inga, and local processing—explicitly building a durable economic architecture that leaves Rwanda outside the room.

Washington has chosen Kinshasa as its primary strategic partner in Central Africa. Kagame has been frozen out.

The Strangulation: Dismantling Rwanda’s Economic Pillars

While the DRC secures its future, Rwanda’s economic foundations are being methodically dismantled. Washington’s response to Kagame’s proxy wars in eastern Congo has been systematic and severe. Three decisive blows have landed:

· The Financial Death Blow: The U.S. Treasury Department sanctioned Rwanda’s Ministry of Defence and its primary financial backbone, Zigama Credit and Savings Society. The blacklisting cripples the military’s off-books logistics and the illicit mineral networks that have sustained the regime’s regional adventures.

· Total Expulsion from AGOA: The U.S. Trade Representative announced the complete termination of Rwanda’s eligibility under the African Growth and Opportunity Act. Effective January 1, 2027, Rwandan exporters lose all duty-free access to the American market.

· The Collapse of Foreign Aid: U.S. assistance to Kigali has suffered a catastrophic collapse—from a historical high of approximately $210 million down to roughly $13–14 million. The long free ride on American taxpayer dollars is over.

Kagame Is a Nowhere Man

The reality is stark. Paul Kagame’s leverage has evaporated. His angry dismissals of U.S. policy as “insults” sound increasingly hollow against the hard data now hitting Kigali.

By elevating the DRC as its central partner in the region and severing Rwanda’s defense apparatus from the global financial system, the United States has delivered an unmistakable message: the era of the Western-backed Rwandan strongman is finished.

Stay tuned.
